Thumbnail 12 - RegulationIn this 2011 report from NERC (from which this category diagram has been taken) the authors describe the regulation category as follows:

“Demand Resources that increase or decrease Load in response to frequency changes during a specified commitment period.  Demand Resources providing regulation service are subject to continuous dispatch based on instructions from the system operator.  Provision of Regulation Service does not correlate to Demand Response Event timelines, deadlines, or durations.”

In the NEM framework, this would equate to demand response resources providing frequency response services under the Raise and/or Lower Regulation FCAS commodities.
